Dangote Refinery: A Litmus Test For Nigeria’s Conduciveness for Long Term Investment

DAWN Commission, as the technocratic institution for sustainable development in the Southwest Region of Nigeria, has been following the recent controversy surrounding the Dangote Refinery with deep concern. The ongoing public rift between the regulatory authorities and Africa’s richest man, Aliko Dangote, is putrid and threatens to undermine the nation’s economic growth and stability.

Considering the pivotal role of long-term investment in critical infrastructure for our nation’s development, the Dangote Refinery, with its $20 billion investment, is a significant project that holds immense potential. However, the current challenges faced by the refinery highlight the imperative need for a conducive environment that supports and encourages such investments.

The alleged incidents of monopolistic practices and poor product quality are issues that can be effectively addressed through robust regulatory frameworks and constructive dialogue between stakeholders. Instead, we are witnessing a public dispute that can deter genuine long-term investors from considering Nigeria as a viable option. This is particularly concerning given the country’s need for investors who can support the development of critical national infrastructure.

In this context, we believe that regulatory bodies must maintain a professional and collaborative approach. They must avoid giving the impression of acting as competitors rather than regulators. 

Furthermore, the success of the Dangote Refinery has broader implications that go beyond Nigeria. It is positioned to transform Africa into a net exporter of petroleum products, thereby reducing reliance on imports. The current controversy raises the spectre of potential international conspiracies and local collaborators working against the refinery, which could have far-reaching consequences for the region’s energy security.

We urge Mr. President, who is also the Honourable Minister of Petroleum, to call the relevant authorities and stakeholders to adopt a collaborative and proactive problem-solving approach to resolve these issues. His timely intervention in hosting a crucial meeting with key stakeholders is a step in the right direction. We must ensure that the Dangote Refinery succeeds, not only to improve Nigeria’s struggling forex balance but also to support the broader regional integration agenda.
