At the Western Nigeria Governors’ Forum on 24 July, 2017, the DAWN Commission was directed to work with the States to develop a regional revenue optimization strategy. Increased, predictable, internally-generated revenue will enable States to make independent decisions on how and where to utilise their funds.
Taking this a step further, there is an opportunity to create and execute on a revenue optimization strategy for Western Nigeria, thanks to the region’s interlinking economic, demographic, geographical, socio-cultural and fiscal characteristics.
This will enable sustainable development in infrastructure, agriculture and other focus areas.
It is pertinent to note that the DAWN Commission teams visited the Western States between August 21–30, 2017 on a deep dive mission in order to study each state's revenue administration and collection. This baseline, and global benchmarks, will guide the development and design of the strategy.
The validation is, therefore, a follow-up to the scoping study, enabling the DAWN Commission to verify the key findings with the Honourable Commissioners of Finance and Chairmen, Board of Internal Revenue, and to share some initial thoughts on collaboration before finalizing the report to be shared with the Governors.
