The Development Agenda for Western Nigeria (DAWN) Commission, in partnership with the DFID’s Partnership to Engage, Reform and Learn (PERL) is providing technical support to States in Southwest Nigeria to benefit from the World Bank State Fiscal Transparency, Accountability and Sustainability (SFTAS) Programme for Result (PforR) Financing. Beyond the PforR financing, the programme, over four fiscal years (2018-2021), will also enhance accountability, transparency and fiscal sustainability in government.
The World Bank SFTAS Program is a build-up on the Nigeria Fiscal Sustainability Plan (FSP) and the Open Government Partnership (OGP) which DAWN Commission and DFID-PERL had been advocating for its implementation in the Region.
It is designed to improve service delivery under four Key Result Areas (KRA); Increasing Fiscal Transparency and Accountability; Strengthening Domestic Revenue Mobilization; Strengthening Efficiency in Public Expenditure; and Sustainable Debt Management. The KRAs has 12 Disbursement Linked Indicators (DLIs) with annual Disbursement Linked Results (DLRs) upon which States’ Annual Performance Assessment will be conducted before yearly disbursement is made.
DAWN/DFID Technical Assistance on the programme will be in phases. The first phase will focus essentially on assessing existing systems, structures and processes for meeting the eligibility criteria and achieving the DLRs in Ekiti, Ondo, Osun and Oyo States. It will provide necessary support to Southwest States to meet the criteria for the PforR financing components, its 12 DLIs and their annual DLRs.
The Commission is also in the process of partnering with the World Bank on the Technical Assistance (TA) component of the Programme.
